Computer can only draw as much the adapter is offering. In case from undersized adapter, nothing will happen other than computer might not function properly. The computer is not as risk, but the adapter is. It does not forces the power down the computer trough. It only delivers what is been asked to, and if asked more than in can do, it will just run at maximum of its capability, and potentially overheating over time.
